Honourable Julius Debrah was the Chief of Staff to the President of the Republic of Ghana from February 2015 to January 2017. In that capacity, he co-chaired the Transition Team of the Republic of Ghana that successfully implemented and oversaw the transition of Ghana’s Sixth Government of the Fourth Republic under the National Democratic Congress to the Seventh Government of the Fourth Republic under the New Patriotic Party. This was the third time in Ghana’s 25-year old Fourth Republic that political power was being transferred from a ruling political party to the opposition political party, the earlier transitions having occurred in 2001 and 2009.
Prior to this assignment, Hon. Debrah had served successfully as Minister of Local Government and Rural Development from March 2014 to July 2014; Eastern Regional Minister from March 2014 to July 2014; Greater Accra Regional Minister from March 2013 to March 2014; and Eastern Regional Minister in March 2013.
In his short stint as Minister of Local Government and Rural Development, Hon. Debrah achieved national fame by successfully transitioning the Ministry into implementing a novel ‘National Sanitation Day’ Programme under which the first Saturday of every month was devoted to a clean-up campaign throughout the whole country. Vehicular movement was stopped during the sanitation hours of 6.00 a.m. to 10.00 a.m. and shops and offices were closed during the period. So successful was the programme that Parliament sought to adopt it by enacting a ‘National Sanitation Day Bye-Law’ as a Model Bye-Law for adoption by all Metropolitan, Municipal and District Assemblies (Local Authorities). The exit from office of Hon. Debrah’s National Democratic Congress Government put a temporary halt to the Parliamentary initiative.
Prior to entering into political office, Hon. Julius Debrah had served as the Executive Director of the Ghana Tourism Authority from 2009 to 2012 and before then as Director and Chief Executive of The Royal Derby Group from 1991 to 2008.
Hon. Debrah holds a B.A degree in Archaeology and Sociology from the University of Ghana where he studied from 2005 to 2008. He is a product of Achimota School (1987-1989) where he had his GCE ‘A’ level and Mpraeso Secondary School (1982-1987) where he obtained his GCE ‘O’ level.
Hon. Julius Debrah is married with 3 children.
